What is targeted email marketing?

Targeted email marketing sends a designed email to opt in households picked to match your audience. You choose the geography, homeownership, income band, and giving behavior, and one send reaches thousands of new households at once, whether you need homeowners in your service area, families near your campus, or donors who give to causes like yours.

This is different from your newsletter. Your house list nurtures people who already know you. Targeted email reaches the households who should know you and do not yet, which makes it an acquisition channel, the introduction rather than the follow up.

StreamAd runs the whole send as your agency of record. We write the copy in your voice, design the email, pick the audience, race two subject lines on a test slice, send the winner to the rest, and report what happened. Our client reviews cover how that goes.

And the report holds up. Email opens stopped being reliable years ago, so we measure clicks and matchbacks, the households that received the send and later gave, booked, or bought. It hands the baton to search and the rest of the funnel already warmed up, and the website those clicks arrive on decides what happens next.

Targeted email marketing FAQ

Updated August 2026

What is targeted email marketing?
Targeted email marketing is how you introduce yourself by email to households who haven't heard from you yet. Our US based team builds the audience, designs the message for you to approve, and sends it through the list's owner. Your newsletter goes to people who already signed up, so one makes the introduction and the other keeps it warm. A list only grows when people find you first.
Is buying or renting an email list legal?
Yes, it's legal in the US to buy or rent an email list, because CAN-SPAM regulates how commercial email is sent rather than where the address came from. If you've been told otherwise, that rule is your email platform's contract and it isn't federal law. When the FTC went after Experian, what it punished was a missing unsubscribe, and where the addresses came from didn't enter into it.
Is targeted email marketing spam?
No, targeted email marketing isn't spam, because spam is unsolicited bulk mail with a hidden sender and no way out. These households agreed to receive offers by email, and the sender is named plainly on every one. One click gets someone off the list right away instead of at the ten business day limit the law allows. You approve each email before it goes out, so how often is up to you.
What does CAN-SPAM require, and what happens if you break it?
CAN-SPAM sets five rules for commercial email, and breaking them can run up to $53,088 per email in FTC fines. You have to say who the email is from, keep the subject line straight, make clear it's an ad, include a mailing address, and honor an unsubscribe within ten business days. None of the five is about how you got the address.
Do nonprofits have to follow CAN-SPAM?
There's no nonprofit exemption in CAN-SPAM, though a pure fundraising appeal mostly sits outside it. The law covers commercial email, and the FTC doesn't count a charitable ask as commerce. Sell event tickets or merchandise in that same email, or let a sponsor ride along in it, and the whole thing counts as commercial. We hold every send to the commercial standard either way.
Can we upload a purchased list to Mailchimp or Constant Contact?
No, Mailchimp, Constant Contact, and most email platforms ban purchased and rented lists in their terms, and uploading one can get your account suspended. That contract is the rule people mistake for the law, and it exists because a platform can't police what you upload. That's why the list's owner sends from its own systems. Nothing gets uploaded to your account, and no file changes hands.
Will a rented list hurt our domain or email deliverability?
No, because the mail goes out from the list owner's systems and domain, so nothing changes for your own sending or your subscribers. The warnings assume you upload the file and send it yourself, which is a different thing. Gmail, Yahoo, and Microsoft now bounce bulk mail that breaks their rules or runs over a 0.3 percent complaint rate. A sender still getting through at volume is holding under that line.
Where do the email lists come from, and do we have to share our donor or member data?
They're third party opt in files, and no, your donor or member data doesn't go into building the audience. People agreed at a newsletter signup, a giveaway, or a survey to receive offers by email. Compiled data from public records carries no permission, so it doesn't qualify. The only files that move are your list, so those households get excluded, and your results, so we can match them. Both stay yours.
What does targeted email marketing cost?
Published market rates run $200 to $400 per thousand households for consumer lists and $300 to $600 for business lists. Those are media rates and not a monthly platform bill, so you're buying a send instead of a subscription. You pick the household count up front, so you know the cost before anything goes out. About 5,000 households is the smallest send the trade treats as a readable test.
How do you measure whether it worked?
We count clicks first, and when you share your donation, booking, or sales records we can match them against the households that got the send. A match reads as influence rather than proof, the way direct mail reports it too. Open rates stopped meaning much once Apple Mail began loading images on delivery. On a first send, what matters is the cost of a new donor or customer.
